Is the Healthy Families Program Medi-Cal or welfare?

No. Healthy Families is for working families who earn more than the limits for Medi-Cal or welfare, yet can’t afford the high premiums for health insurance coverage offered by their employers or commercial plans.

It is not totally free health care. You pay very low monthly premiums and very low co-payments for services.

Will applying for Healthy Families affect my immigration status or cause problems for other family members?

No. INS guidelines issued May 26, 1999, permit immigrants and their children to use the health care benefits without affecting their Immigration Status.

This includes the Healthy Families Program, WIC, Medi-Cal, and many other programs.
INS will not consider immigrants a Public Charge just because they use these health care benefits.

INS will not deny your legal admission to the U.S.
INS will not deny your application for legal permanent residency.

What if my child currently has insurance, but I want to switch?

If your child is covered today by you or your spouse’s employer, your child is NOT eligible for Healthy Families Program.

If you disenroll your child from their current employer-paid health insurance, they would not be eligible to enroll in the Healthy Families Program for 3 months.

Is there a lot of paperwork with Healthy Families?
After your initial application there is no more paperwork for ONE YEAR. Then, it is just a simple renewal form.

Is the application difficult?

No. The application is only 4 pages.

How do I pay my monthly premiums?

You mail the first month’s premium payment with your application. You make your payment directly to the Healthy Families Program not to the health plan. Your payment will be due on the 20th of the month.

You can pay by personal check, cashier’s check, money order, credit card, electronic fund transfer or by cash at pay stations, such as at Western Union.

Could you recommend a plan for my family?
By law, we are not allowed to choose a health plan for you; however, the Managed Risk Medical Insurance Board or MRMIB does recognize the National Committee for Quality Assurance (NCQA) as the Nation’s premier quality monitoring organization for HMO’s. IEHP is the only plan to receive the NCQA national accreditation for the Healthy Families Program.

Do I receive a bill?
You’ll get a bill in the mail each month. It is your responsibility to send in payments. All payments are due by the 20th. Even if you don’t get a bill, you still must send a payment by the 20th to stay in the Healthy Families Program.

What if I don’t pay my monthly insurance premiums?
Coverage will be cancelled on the last day of the second consecutive month for which your account is not paid in full. You will be responsible for the cost of any health care received by your child in the month after coverage ends.

Can I get Healthy Families insurance for myself?

Not yet. The State of California is waiting for federal approval to expand health, dental and vision coverage to uninsured parents. If you give me your name, address, and phone number we’ll contact you when parents can begin enrolling.”

Also parents of currently enrolled HFP children with family incomes that are eligible for coverage will be mailed a shorter form to apply once federal approval has been given.

This is not my child. Can I still apply for him/her?
Legal guardians, stepparents, foster parents or caretaker relatives may apply for insurance for a child. Only the parent’s income will be considered. Your income will not be used to qualify the child.

If I’m pregnant, can I apply for Healthy Families before my baby is born?
Yes. You can apply for insurance for a newborn up to 3 months BEFORE the baby is born.
