IEHP - Inland Empire Health Plan, A Public Entity

Letter from Our
Chief Executive Officer
  Bradley Gilbert

Welcome to the IEHP Website. We appreciate your interest and hope you will spend some time getting to know us.

We are a Knox-Keene licensed Health Plan located in San Bernardino, California, approximately 60 miles east of downtown Los Angeles, in an area known as the Inland Empire, one of the fastest growing areas of the United States.  The IEHP service area is San Bernardino and Riverside Counties.  This area covers a population of over 4 million people and a geography larger than many states in the country.

IEHP is organized as a public entity, not-for-profit organization. Legally structured as a Joint Powers Agency, the organization currently serves approximately 420,000 Members in the following four (4) distinct Programs:  Medicaid (called Medi-Cal in California), State Children's Health Insurance Program (called the Healthy Families Program in California), the Healthy Kids Program, and a Medicare Advantage Special Needs Program.

The core purpose of IEHP is to provide quality health care services and promote Wellness Programs for its Members.  We believe the IEHP Wellness Program is second to none in the country.

We promote values that support our core purpose such as:
* Compassion for the human needs of our Members
* Respect for the autonomy and privacy of our Members
* Honesty, accuracy, and openness in our relationships
with our Members and provider community
* Positive partnering with our providers
* Accountability to all parties affected by our decisions
* Efficient use of all available resources
* Commitment to the advancement of medical knowledge
* Integrity and professionalism in our operations
* Openness to feedback and criticism.

IEHP is firmly committed to improving the quality of care our Members receive.  As a mark of that commitment, the National Committee for Quality Assurance (NCQA) has awarded IEHP an accreditation status of Excellent for service and clinical quality that meet or exceed NCQA's rigorous requirements for consumer protection and quality improvement.

In keeping with our focus on wellness, IEHP was one of the first health plans in the country to receive NCQA accreditation for its Disease Management Program.

We believe that health care services are not commodities to be rationed or restricted like other consumer goods and services. Health care occupies a unique status in our society that compels all of us to hold it to a higher moral and more humane standard. As such, it is unacceptable for anyone to needlessly suffer, to live a shorter life for lack of access to medical care, or to receive poor quality medical care.

To accomplish our goals, we are committed to a positive relationship with the individuals and institutions that actually take care of our Members - our providers including our physicians, other individual providers, hospitals and other institutions that help our Members stay well.

You will find that our organization is open, friendly and provides the highest level of service to our Members and providers.

Enjoy your visit. I know you will find us interesting.

Sincerely,

Bradley P. Gilbert, M.D., MPP
