IEHP Hosted First Inclusivity-focused Emergency Preparedness Academy

Inland Empire Health Plan (IEHP) partnered with the California Governor’s Office of Emergency Services, California State Council on Developmental Disabilities, Earthquake Country Alliance, PrepItForward and the Inland Empire Disabilities Collaborative to host the first public Disability & Access and Functional Needs (DAFN) Preparedness Academy on November 6, 2019. The preparedness academy aimed to meet a state initiative to improve inclusivity of preparedness, response and recovery capabilities for all throughout the Inland Empire, regardless of ability.

Historically, disaster and emergency preparedness training has focused on mobile bodied individuals and gave limited attention to the DAFN population. The academy focused on new disaster and emergency standards that include in depth planning to address DAFN disaster and emergency preparedness, response and recovery.

Topics including wildfire safety, power outages, active shooter and earthquake preparedness were presented by PrepItForward‘s Chris Grant.

“We’re grateful for the opportunity to collaborate with our partners to provide a platform to share information that positively and directly impacts the populations we serve,” said IEHP Chief Operating Officer Susie White. “Based on the response and interest of the community and our partners, we are planning to host more training events to keep inclusivity-focused disaster and emergency preparedness, response and recovery an ongoing conversation.”

Academy attendees also included local and regional partners as well as local government officials such as Rancho Cucamonga City Mayor L. Dennis Michael, the California State Council on Developmental Disabilities, the Earthquake Country Alliance, Autism Society Inland Empire, United Cerebral Palsy Inland Empire and the Riverside County Emergency Management Department and more.

IEHP and community partners present the first Move the Needle Summit to improve lives in the Inland Empire

Inland Empire Health Plan (IEHP) continues to improve community health by collaborating with key local partners to present the Move the Needle Summit, set for Tuesday, October 29, at the Way World Outreach in San Bernardino.

More than a dozen community advocates, IT professionals and social services leaders will discuss the latest research and resources for community health. The Summit will feature break-out sessions and panel discussions. Topics will include health equity, whole person care, evolution of partnerships, information exchange, social justice, and more. This premiere event is expected to fill the venue to its capacity of 450 participants.

In-demand keynote speakers include Dr. Dora Barilla, Group Vice President at Providence St. Joseph Health and John Ohanian, President & CEO of 211 San Diego and Community Information Exchange. They will cover topics, such as innovative approaches to improving well-being of our community and promoting health initiatives in communities.

“We hope to create a strong, thriving community here in the Inland Empire,” said IEHP’s CEO Jarrod McNaughton. “The Move the Needle Summit is a powerful way to continue the conversation that will ultimately lead to better health outcomes.”

Earlier this year, IEHP led the way in launching the Connect IE online platform; it allows Members, Providers and residents of the Inland Empire to search for resources to meet social and health care needs. IEHP and its Connect IE community partners now present this Summit to promote equal opportunity in health and human services. The partnership includes Inland Empire HIO, 211 San Bernardino, 211 Community Connect Riverside, CVHIP, Desert Healthcare District and United Ways serving San Bernardino and Riverside Counties.

Inland Empire Health Plan Earns Top Ratings in the Nation in Provider Satisfaction

Inland Empire Health Plan (IEHP) earned outstanding overall marks once again from Doctors, Specialists and other health care Providers on its 2019 Provider Experience Survey. IEHP scored in the 99th percentile in most measured areas when compared to other Medicaid health plans across the country.

IEHP is one of the 10 largest Medicaid health plans and the largest not-for-profit Medicare-Medicaid Plan in the U.S. Its dynamic network of more than 6,400 Providers serves more than 1.2 million residents in California’s Riverside and San Bernardino counties.

The annual Provider Experience Survey, performed by an independent survey vendor, allows IEHP to measure how well it is meeting its Providers’ expectations and needs. This year, Providers gave IEHP the top scores in the following areas:

  • 99th percentile for “Overall Satisfaction”
  • 99th percentile for “Provider Relations”
  • 99th percentile for “Recommend IEHP to Other Physicians’ Practices”
  • 98th percentile for “IEHP Compared to All Other Health Plans”
  • 98th percentile for “Network/Coordination of Care”
  • 97th percentile for “Finance Issues”

“Our guiding principle has always been to do the right thing for our Members and Providers,” said IEHP’s Chief Executive Officer Jarrod McNaughton. “These top ratings reflect the exceptional partnership between our Providers and IEHP.”

Chief Operating Officer Susie White added IEHP provides significant technical and financial tools and resources to support Providers in their delivery of high quality and compassionate care. As a result, the partnership has been crucial to improving health and health care access throughout the region.

“We are proud to continue our incredible collaboration with Providers and our shared commitment to make a lasting impact on more than a million lives,” White said.

SPH Analytics (SPHA), an independent, National Committee for Quality Assurance (NCQA) certified survey vendor, administered the survey on IEHP’s behalf in July 2019. Providers rated their experience on:

  • Overall Satisfaction
  • Recommend to Other Physicians’ Practices
  • Health Plan Call Center Service Staff
  • Provider Relations
  • Utilization and Quality Management
  • Pharmacy
  • Network/Coordination of Care
  • Finance Issues

SPHA utilizes trusted health care quality measures and analytics to accurately compare health plans throughout the U.S. Scores are calculated as summary rates – the total of the proportion of respondents who selected the most positive answers to the total number of valid survey responses for each question.

IEHP's eConsult Program Improves Healthcare Access for a Safety Net Population

Rancho Cucamonga, CA, July 23, 2019 – Inland Empire Health Plan (IEHP), one of the nation’s largest public Medicaid and Medicare health plans, is proud to announce that its Multi-County eConsult Initiative (MCeI) has resulted in more than 15,000 eConsults since the program started in 2018.

MCeI is a result of the collaboration with Arrowhead Regional Medical Center (ARMC), Riverside University Health System (RUHS), and IEHP direct sites, with funding and project management provided by IEHP as the lead agency for the program. Its purpose is to increase access to quality care for at-risk residents in the Inland Empire, an area that has long been overwhelmed with the volume of patients seeking access to specialty care.

eConsult is a web-based platform that allows for Primary Care Provider-to-Specialist conversations aimed at providing quicker access to specialty care and better care coordination. eConsult in other health care systems, such as Los Angeles County, has shown reduced wait times for appointments and in many cases addressed the needs of the patient in the primary care setting. To date, 240 Primary Care Physicians and Residents, 167 Specialist Reviewers and 63 clinic sites, including correctional facilities, are using the eConsult platform, with anticipated growth to 150 clinic sites over the next few months. The program is working. Currently, approximately 25 percent of patients are able to get Specialist-guided care through their Primary Care Physicians, saving them travel and wait time, and leading to faster and accurate diagnoses and treatment.

“IEHP’s Multi-County eConsult Initiative leverages virtual care technologies and process improvement approaches to increase health care efficiency, health care access and quality of care,” said IEHP Chief Medical Officer Dr. Jennifer N. Sayles. “We are thrilled with the early results from this program, and its ability to provide our 1.24 million Members better access to care.” In fact, IEHP has mandated that eConsult replace the former referral and authorization process for all IEHP Members by the end of 2020.

The program is well received by the two county hospitals. “We are in complete support of this initiative and it is now fully launched in all our sites,” stated Jennifer Cruikshank, chief operating officer of RUHS. “We appreciate IEHP for their funding and support of this effort.”

Associate Hospital Administrator for Arrowhead Regional Medical Center Staci McClane agrees. “We know that eConsult will make access to specialist care much easier for our patients, something that is deeply needed in our community,” she shared.

RUHS Chief Medical Officer Dr. Arnold Tabuenca shares the doctors’ perspective: “With eConsult, our Primary Care Physicians can expedite specialty care for their patients. This improves patient outcomes and care quality—something we all appreciate.”

Primary Care Physician Dr. Arthur E. Jimenez added, “The transition to eConsult was not always easy, especially for my busy clinic. However, I appreciate the value that it brings to my patients. They are enjoying faster access to specialty care.”

Second only to Los Angeles County, IEHP’s eConsult initiative is one of the largest implementations of virtual care technology and care coordination processes anywhere in the nation. MCeI positions IEHP well to achieve its strategic mission to provide innovative and efficient care coordination for at-risk populations throughout Riverside and San Bernardino counties.

“Our sole purpose behind the eConsult program is to increase access to patient care,” stated IEHP Chief Executive Officer Jarrod B. McNaughton. “We are committed to reduce wait times and promote more efficient care for our members, while at the same time reducing the number of no-shows for our providers.” McNaughton noted that IEHP has invested approximately $5 million to design, implement and support the use of eConsult.

Inland Empire Health Plan (IEHP) Announces New Chief Executive Officer

Dr. Bradley P. Gilbert to Retire as IEHP CEO After Distinguished Career
(RANCHO CUCAMONGA, Calif.) July 8, 2019 ‒ The Governing Board of Inland Empire Health Plan (IEHP) has announced that IEHP Chief Operating Officer Jarrod B. McNaughton will succeed Dr. Bradley P. Gilbert as Chief Executive Officer, effective July 20, 2019. 

McNaughton was selected after a rigorous nationwide search, facilitated by recruiting firm Witt Kiefer, that included extensive interviews with IEHP Governing Board members and IEHP leadership. Dr. Gilbert assisted the Board in its search, to ensure the new CEO would uphold IEHP’s strong commitment to its partners and members.

Dr. Gilbert announced his retirement on November 26, 2018, after 23 years with IEHP and a distinguished career in health care that spans four decades. 

“Active participation in the process to find someone committed to IEHP’s culture of Do The Right Thing was important to me,” said Dr. Gilbert. “During an intensive and rigorous interview process, it became clear that Jarrod’s experience and vision for enhancing services for our Members by building partnerships with our Providers, community partners and Team Members complements IEHP’s overall vision, mission, culture and core values. I am confident that I am leaving this organization in the right hands.”

McNaughton has more than 20 years of healthcare leadership experience, including recent roles as President of Kettering Medical Center in Ohio and Executive Vice President of the Kettering Health Network. He joined IEHP as COO in May 2018. In this role he has led positive change throughout the organization, including Member Services, Claims, core business systems, process improvement, and IEHP’s LEAN transformation, while driving the IEHP mission, culture and internal values. 

“I’m honored to be chosen to lead IEHP, a strong, innovative organization with a compassionate mission and an outstanding network of physicians, staff and members,” said McNaughton. “I will continue to build on IEHP’s innovative culture and advance its vision into the future.”

“There are no words to describe the remarkable impact that Dr. Gilbert has had on IEHP and this community. Although he will be sorely missed, we wish him nothing but the best on his well-deserved retirement,” said IEHP Governing Board Chair Curt Hagman. “As our COO, Jarrod has proven to be a dynamic leader and the Board strongly believes that he is the right person to carry on Dr. Gilbert’s legacy of doing the right thing for our Members, Providers and Team Members. We look forward to this next chapter in our organization’s extraordinary history.”

Under Dr. Gilbert’s leadership, IEHP’s membership increased from 365,000 to more than 1.2 million Members. Its provider network has expanded to include more than 6,400 Providers and its workforce has grown to more than 2,000 employees. During this unprecedented growth, Dr. Gilbert and IEHP’s executive leadership created a stable environment that inspired innovation and elevated the quality of services for Members and Providers.

IEHP CEO Receives Meritorious Service Award from Loma Linda University Health

Loma Linda, CA, May 31, 2019 – Bradley P. Gilbert, MD, MPP, Chief Executive Officer of Inland Empire Health Plan (IEHP), received Loma Linda University Health’s Meritorious Service Award during its annual commencement ceremony. 

Dr. Gilbert was recognized for his significant contributions toward provision of health care to the surrounding communities through collaborative partnerships and relevant reforms. 

“I’m extremely honored to have received this award,” said Dr. Gilbert, who has served as IEHP’s CEO since 2008. “Our important work with Loma Linda could not have been achieved without the dedication of so many others from both of our organizations. I look forward to continuing our collaboration and developing new ways to ensure our Members have the care and resources they need to live healthier lives.”

Known for his mantra to “always do the right thing,” Dr. Gilbert is an advocate of health care reform and has led IEHP’s strategy to address social determinants of health, including housing, food and other important issues. His ongoing support of partnering with Loma Linda has resulted in both organizations expanding their opportunities to deliver quality health care and wellness programs to the community.

In fact, the collaboration between IEHP and the University’s Social Action Community Health System (SACHS) was instrumental in delivering the Behavioral Health Integration Complex Care Initiative, an innovative program aimed at improving health care outcomes by coordinating complex physical and behavioral needs across multiple Providers and health care systems in the region. In addition, with IEHP’s Network Expansion Fund, SACHS has brought new Providers to the region and increased access to care for Inland Empire residents.

IEHP CEO Receives the 2019 Spirit of ITUP Award for Outstanding Service to Improve the Health of Californians

Rancho Cucamonga, CA, February 11, 2019 Bradley P. Gilbert, MD, MPP, Chief Executive Officer of Inland Empire Health Plan (IEHP), received the 2019 Spirit of ITUP Award on February 4 at the 23rd Annual ITUP Conference in Sacramento.

The annual award, given by the Insure the Uninsured Project (ITUP), recognizes organizations or individuals who work collaboratively to improve the health of Californians, particularly in low-income and underserved communities.

“My mantra as a physician and throughout my whole career has been To Do The Right Thing,” said Dr. Gilbert, who leads the largest not-for-profit Medicaid and Medicare health plan in the Inland Empire. “With a strong partnership with our Providers and our community partners, our organization has consistently created and introduced programs that are on the cutting edge for taking care of more than 1.2 million Members. I give most of the credit to my team, including my Chief Medical Officer Dr. Jennifer Sayles, other leaders and the entire Team at IEHP.”

Dr. Gilbert’s work, including the leadership from his Chief Medical Officer Dr. Sayles, has evolved from focusing on health needs of IEHP Members to highlighting population-based strategy that addresses social determinants of health, including housing, food, and many other social support services. Early this year, Dr. Gilbert supported the launch of the Connect IE website, which delivers community resource data to Members, Providers and the community. Plus, with Dr. Sayles bringing the concept, he supported a housing initiative to offer eligible Members a pathway to stable housing.

To address the chronic shortage of Providers and improve health access in the Inland Empire, Dr. Gilbert spearheaded the development of a $30 million Network Expansion Fund, attracting more than 280 new Primary Care Providers (PCP), specialists and mid-level Providers to the region. In a collaboration with Arrowhead Regional Medical Center and Riverside University Health System, Dr. Gilbert also helped launch the Multi-County eConsult Initiative. This secure online care coordination process allows PCPs to connect with specialists about their patients and receive advice electronically.

He has also introduced an innovative Behavioral Health Integration Complex Care Initiative. It strives to improve Members’ health outcomes by coordinating complex physical and behavioral needs across multiple Providers and health care systems in the region.
